Water Level Increase in Southern Ontario

Hello everyone, I've decided to take a look at some of the concerns revolving around the increase of water levels within southern Ontario, due to climate change. Some of the things that this can cause is flooding, wildlife struggles, structural damage, and agricultural failure. In order to protect ourselves from these detrements, we must create a solution to help contain the water levels and to reduce the risks of climate change. I have come up with an idea to invest into a "smart dam system", a way to control the water levels in areas such as the Thames river, and/or the Great Lakes. To have this system to work, we need an emergency area to place the unnecessary excess water. I believe that if we were to dig out a large area under the surface, we could have an emergency area to place our extra water. Knowing that water will take up the given space quickly, we may as well give ourselves time to successfully protect ourselves. All of this is because we have been created global warming though climate change.
