what do germany do now to recycle textiles

DSD is a non-profit organization has made recycling widely available and very convenient for German citizens. Trash bins can be found on street corners, in public parks and other spaces, in the courtyards of apartment buildings, and in all single family homes. These trash containers are usually color-coded and labeled according to what should be placed in them. They also have a black bin to collect textiles.  The only thing is citizens have to sort all their waste but Germans seem to be willing to do this.  Would something like this work in Toronto?
