Freezing rain Question #5

Question:

If all the street lights, power lines or electricity that was damaged in the store, and were to go down in the town because of freezing rain and had to be replaced, how would the town afford to repay for all the damage? Would the town be responsible for paying for the damage? Would the town have money saved up? Would they have enough money?

Once again, I did not find any answers to this question. I emailed the town hall of Gananoque about this question. If any of you know a website or someone else to contact about this question would be much appreciated.
