Blog #2: Implementing a congestion charge in downtown Toronto

If we implement a congestion charge in downtown Toronto, then there will be less congestion and gas emissions.


People who wish to drive a car in Central London must pay a "congestion charge" in order to do so. The congestion charge is an £11.50 daily charge for driving a vehicle within the charging zone between 07:00 and 18:00 on Mondays to Fridays. London is the largest city to have this congestion charge. It has led to a 20% reduction within the charging zone during the above-mentioned time frames. As a result of this charge, there was an estimated 16% less CO2 emitted by road transport within the original charging zone, totalling 30,000 tonnes annually (2011). Approximately half of this reduction was due to the 75,000 less vehicles on the roads.

If a congestion charge was implemented in downtown Toronto, not only there is less greenhouse gas emissions, there will no more gridlocks. Since people will have to pay for driving in the charging zone, then this will encourage people to take public transportation and carpool. The municipal government should offer incentives like offering discounts or exemptions for vehicles that are hybrid or green vehicles (vehicles that run only on electricity).

in your opinion, what is the success rate of this "congestion charge". would it be likely to succeed in Toronto? Are there any consequences of having this charge?
